He thinks it's now broken as it will only connect to the Obamacare hotline, and he obviously has his waiver in hand as he IS more equal. Adding to the confusion is the individual on the other end, who only speaks Ebonics and threatens him with fines, IRS audits, and jail if he hangs up on him.
