The Philipine Government needs to learn the "tea" rule for protests, as was recently applied in the designated "Free Speech Zone" near Bunkerville: Since everyone knows "Tea for Two," then more than two tea-baggers or tea-partiers gathering at the same time and in the same place violates the "Tea for Two" rule in the Free Speech Zone.
