Comrade Demko is absolutely correct! We all must remember what Vladimir Ilych said: "Under socialism all will govern in turn and will soon become accustomed to no one governing."

Since the Regulatory Class has been successful in fulfilling that by "playing a little solitare", the "peasants" are now accustomed to no one governing (capitalistically speaking). So there is no harm in taking a little "regulatory holiday", to ensure we can save our Soviet way of living.
