When this study is completed, the proles will be rioting in the streets for the demise of the oil industry and their rough, uh......roughnecks!

This stipulation basically eliminates any serious investigative research and leaves the job to groups like the NAACP and NOW - who already suckle at the trough of government grants - thus assuring a proper outcome.
