"Details would, of course, have to be worked out, including how steep a tax after how long a period of vacancy."
We all know these "details" would be made as painful as possible to punish the greedy landlords for their evil profiteering ways.

What about the uncooperative shoppers who refused to patronize the shops and caused them to go belly-up? Shouldn't they be assessed some sort of "non-patronization tax" or something? I say go for it!

Indeed. And then there might be a "stimulus bonus," a check (minus the cost of processing both the idea and the paperwork) sent to city denizens to use in the stores (which still have no tenants or merchandise). What a glorious and long-proven solution to the problem.
