That is Robert Francis O'Rourke of El Paso Betonia, seeking to do as half of California, and most of Mexico, Guatemala, ElSalvador and Honduras are attempting to do, specifically, leave the walled compound where he now lives and get paid by taxpayers to move to a fully funded place to live in Austinabad, with groceries, medical benefits and an Obamaphone thrown in.
