Comrade Colonel Judge Fraulein, this shovel shortage is due to the fact that FLATUS has, of late, confiscated the vast majority of all currently available shovels for photo ops worldwide.
As comrade Red Square mentioned, her grip on the situation is, surely, appreciated most by Dear Leader Himself, but we the common people can certainly adore her technique from a distance.
