This is an online flyer from Yakutia in Eastern Siberia, written in Russian. The Yakuts (self-name Sakha) are a northern Asian tribe in some ways akin to American Indians. The flyer calls the Yakuts to avoid the mobilization by destroying the roads and bridges to their villages, blocking the roads with chopped-down trees, sabotaging military vehicles or helicopters, or shooting at their tires from the woods.

The final advice in the flyer suggests that all men under 60 simply "go hunting" during the draft, that is, disappear into the deep Siberian woods - because no government officials in their sane mind will go into those woods looking for armed men who don't want to be found.
