Joe Biden wants to build a high-speed railroad (HSR) between New York and Scranton. 

Yeah, Scranton is a real garden spot. Everyone needs to go there at high speed.

This reminds me of an old Soviet joke.

The news comes out that the world will end in three-days' time. So people everywhere started preparing.

In Germany everyone was trying to drink as much beer as there was available.

In France, everyone was trying to have as much sex as possible.

In the USSR, there was a huge cloud of dust (just like in the picture above) created by hectic activities with hammers, sickles, etc. And above everything, a large agitprop banner: "Comrades! Complete the Five-Year Plan in three days!"
