You think comrade Orlando left the drug trade business? Heh, he uses his newfound real estate agency to hide not only drugs, but money and bodies too. It is a way to launder money and make drug sales in disguise. Marco did a huge favor for Orlando by using his authority to get him that job.

Marco Castro is in deep within the Cuban mafia. He gave them promises of positions in the oval office and positions in the military as the new leader of USSA.
