United States Constitution Article II Section 2
He shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two thirds of the Senators present concur;

Oxford English Dictionary
treaty |ˈtrētē|
noun (pl. treaties)
a formally concluded and ratified agreement between countries
.

The President of the United States has NO constitutional authority to make binding "gentleman's" agreements between himself and other powers.

There is good reason for this - тhe most obvious being that this makes the President a power separate from the consent of the governed.

By making himself a power separate from the consent of the governed he becomes an institution in and of himself that is required and indispensable to be maintained in power so that his law (not the law based on consent of the people of the nation) can be maintained. This one man then becomes the bedrock of law and stability. If he goes then all his laws go and all the political and financial bindings of men that require him to be in power go.

This is the fundamental change Obama is bringing to America. And it will bring us to our knees.

Komrade, the Constitution is an outdated, obsolete document written in a time of flintlock muskets, slavery, and British invasions. It has no bearing on today's "needs of the many" and "fairness." Komrade Glorious Leader is a Nobel Peese Prize winning "global citizen." He knows what's best for us and the ends, namely, global peace and love, justify the means, namely acting unilaterally like a dictator, even if it means nuclear annihilation for our country.
