Below, the two actions Obama signed on the plane. You may have heard of these. If you read them you'll see they aren't titled Executive Order but are instead titled memorandum. At the conclusion of the memos they order or direct action to be taken just as in executive orders. So far, none of the actions actually order the actual promises made.
