Olympia Collective Proposes Nuclear Free Zone resolution

Until recently, The CityCollective of Olympia,WashingtonState of Obama had a most absurd law on it's books that threatened a most horrible CIVIL PENALTY for anyone who designed or possessed nuclear weapons or components within city limits (exceptions for the US Government) transported nuclear weapons or components within city limits (exceptions for the Federal Government, and for the portion of I-5 that passed through Olympia) barred the city from doing business with any company that designed nuclear weapons or their components (The city used Motorola communications devices anyway) and also required that once a year the CityCollective of Olympia send a letter to all known nuclear powers declaring Olympia to be a nuclear free zone. Well that bit of moonbat progressive common sense legislation got struck down.

NOW instead of a binding law, they wish to now pass a RESOLUTION, the text of which I have posted below. Following that is a bit of out of karakter editing by myself.

RESOLUTION NO.

A RESOLUTION Establishing Guidelines to Address the Purchasing of Supplies and Services from _____________Contractors…

WHEREAS, the nuclear arms race has been accelerating for over fifty years, diverting the world's scarce resources, undermining sustainability, and presenting humanity with the threat of nuclear holocaust; and

WHEREAS, there is no adequate method to protect Olympia residents in the event of nuclear war or the accidental or deliberate detonation of a nuclear weapon; and

WHEREAS, as both a port and capital city, Olympia is a potentially attractive target for the use of nuclear weapons by terrorists and countries possessing nuclear weapons; and

WHEREAS, the use of resources for nuclear weapons prevents these resources from being used for other human needs, including jobs, housing, education, health care, public transportation and services for youth, the elderly and the disabled; and

WHEREAS, the United States, as a leading producer of nuclear weapons, should take the lead in the process of global rejection of the arms race and the elimination of the threat of impending nuclear holocaust. The US signed the Nuclear Non-Proliferation Treaty (NPT) in 1970. Article VI of the NPT commits the US and other nuclear states to nuclear disarmament. At the 2000 NPT Review Conference, the US agreed to a 13 point program of action towards the nuclear disarmament requirement of Article VI; and

WHEREAS, an emphatic expression of the feelings on the part of private citizens and local governments can help initiate such steps by the United States and the other nuclear weapons powers; and

WHEREAS, on February 1, 2005, The Olympia City Council passed a resolution endorsing the Mayors for Peace 2020 Vision Campaign, and the US Conference of Mayors Resolution calling for the verifiable and enforceable elimination of all nuclear weapons by the year 2020, the 75th anniversary of the Hiroshima and Nagasaki bombings; and

WHEREAS, the City of Olympia has embraced the concept of sustainability as an overarching community philosophy and has implemented numerous programs and policies to realize sustainability, and the threats posed by the continued existence of nuclear weapons is inconsistent with the goal of achieving a sustainable community; and

WHEREAS, it is in the interest of the City of Olympia to purchase supplies and services from responsible and ethical contractors who provide quality goods and services at a competitive price; and

WHEREAS, the City of Olympia is guided by the philosophy of sustainability, which tasks citizens to consider how today's decisions will affect the quality of life for future generations with the goal of establishing ways of living that can be sustained indefinitely; and

WHEREAS, appropriate government purchasing practices can be effective in combating certain practices and ensuring the appropriate expenditure of public funds; and

WHEREAS, information about the manufacturing practices of supplies and services is increasingly available through distributors, union-sponsored organizations such as UNITE, non-profit citizens groups, and independent non-profit monitoring organizations,; and

WHEREAS, current vendors for City purchases of supplies and services are valued business associates, and the City will inform our current vendors about how to comply with City purchasing requirements.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OLYMPIA THAT:

Section 1. The City Manager shall propose a socially responsible investment policy and implementation plan, specifically addressing any investments the City may have or may plan to have in industries and institutions which are knowingly and intentionally engaged in the development, testing, evaluation, production, maintenance, storage, transportation and or disposal of nuclear weapons or their components, and shall submit said proposal to the City Council for their consideration and implementation.

Section 2. The City of Olympia shall grant no awards or contracts for any purpose to any person, firm, corporation or entity which is knowingly or intentionally engaged in the development, research, production, maintenance, storage, transportation and/or disposal of nuclear weapons or their components. If requested, it shall be the responsibility of any recipient of a city contract or award to certify by a notarized statement to the City Clerk that it is not knowingly or intentionally engaged in the above defined activity. Notice of this potential certification shall be included in all “Requests for Proposals” issued by the City.

Section 3. Exceptions may be granted if the City Manager makes a specific determination that no reasonable alternative exists, taking into consideration the following factors:

a. The availability of alternative services, goods and equipment, or other supplies
substantially meeting required specifications of the proposed contract; and,

b. Quantifiable additional costs resulting from use of available alternatives.

Section 4. If such certification is not provided, the City of Olympia shall make public the contractor's involvement with nuclear weapons at a regularly scheduled City Council meeting. The Mayor of the City of Olympia shall send a letter to the contractor that cites Olympia as a nuclear weapon free zone and requests the contractor to cease its involvement with the production of nuclear weapons.

WHEREAS, cola wars have been raging for over 50 years, diverting the world's scarce resources, undermining sustainability, and presenting humanity with the threat of cola holocaust; and

WHEREAS, there is no adequate method to protect Olympia residents in the event of cola war or the accidental or deliberate detonation of a cola marketing campaign; and

WHEREAS, as both a port and capital city, Olympia is a potentially attractive target for the marketing of cola by manufacturers and distributors possessing carbonated beverages; and

WHEREAS, the use of resources for soft drink manufacture prevents these resources from being used for other human needs, including jobs, housing, education, health care, public transportation and services for youth, the elderly and the disabled; and

WHEREAS, the United States, as a leading producer of cola flavored beverages, should take the lead in the process of global rejection of the cola race and the elimination of the threat of impending marketing holocaust. The US invented cola flavored beverages in 1886. Currently there are many competing cola beverages on the national and regional levels, some marketing on an international level.

WHEREAS, an emphatic expression of the feelings on the part of private citizens and local governments can help initiate such steps by Coca Cola and other cola producing companies; and

WHEREAS, on February 1, 2005, The Olympia City Council passed some meaningless legislation that has no bearing on the functional operation of a small muncipality, and the US Conference of Mayors Resolution also got involved with whining about stuff they had no control over, nor involved the functioning of low level governments, on the anniversay of action taken to end a brutal and bloody war in a fashion that ended it swiftly and at the savings of untold numbers of lives.

WHEREAS, the City of Olympia has embraced the concept of sustainability as an overarching community philosophy and has implemented numerous programs and policies to realize sustainability, and the threats posed by the continued existence of cola marketing campaigns is inconsistent with the goal of achieving a sustainable community; and

WHEREAS, it is in the interest of the City of Olympia to purchase supplies and services from responsible and ethical contractors who provide the lowest acceptable level of goods at whatever inflated prices they can get away with; and

WHEREAS, the City of Olympia is guided by the philosophy not pissing off the hippies, which tasks citizens to consider how today's decisions will affect the quality of drum circles for future generations with the goal of establishing ways of living that can be sustained without annoying the extreme left; and

WHEREAS, appropriate government purchasing practices can be effective in appeasing a handful of vocally annoying individuals, and making them believe they speak for an entire community even when they dont; and

WHEREAS, information about the cola preference of of suppliers and service providers is increasingly available through distributors, strong arm union supported organizations such as UNITE, non-profit citizens groups, and independent non-profit monitoring organizations,; and

WHEREAS, current vendors for City purchases of supplies and services are tolerated until someone with lower prices and the right connections come along, and the City will inform our current vendors about how to comply with City purchasing requirements.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OLYMPIA THAT:

My package becomes stimulated when I read of the Ultra-Progressives of the PPC of Obama (left coast).

I keep hoping if I drink enough water (yes THE water of "It's the water" fame. Although I never saw an artesian...) that I will fart rainbows too just like all the other ultra progressives here.

I told the city council if another nuke free resolution or ordinance passed I'd engage in thoughtcrime and publish a pamphlet using public domain information on how to assemble a nuke. Looks like I need to start engaging in said thoughtcrime. Although under the old law, they could have fined me for doing so, with the new resolution, there is nothing prohibiting nuclear thoughtcrime.
