In May 2021 Biden gave a short speech in which he announced he'd brokered a cease fire agreement between Hamas and Israel. 

Biden ended his remarks by promising U.S. support for "reconstruction efforts" in Gaza. "We will do this in full partnership with the Palestinian Authority — not Hamas," he said, "in a manner that does not permit Hamas to simply restock its military arsenal."

Biden's cease fire agreement ended October 7, 2023 when Hamas attacked Israel raping, murdering, torturing and taking hostage hundreds of innocent lives in an orgy of barbaric psychotic violence rarely seen in the history of barbaric psychotic violence by implementing and having sustained themselves over the course of the intervening two years with many of the materials of Biden's "reconstruction efforts" they were never to have been able to receive.
