Kanadjian Seeks Help Understanding US Constitution

Please forgive if this is not korrect area of Cube to post question, but I have spent several very konfused days grappling with nature and interpretation of US Constitution. Initial dokument is very straight-forward, so perhaps it is many amendments - legalese and baffle-gab that is konfounding this poor peasant Kanadjian so.

Friday's news of indictment of Lewis "Scooter" Libby, Chief of Staff to Vice-Potus, left this naive and unsophisticated Kanadjian wondering how there is not existing amendment in such honourable and virtuous dokument that prohibits/excludes/proscribes... that in fact, confers absolute immunity from indictment upon any member of the kollective who has earned the designation "Scooter"?

How is it possible in the United States of Amerika, Land of the Free and Home of the Brave... home of "The Beave", Apple Pie, and Baseball... that a "Scooter" could be indicted?!? Does not seem possible! Cannot be! Haldeman... Ehrlichman... is okay... not cute names... Liddy.... fine... Poindexter... by all means.... and "Ollie" - well... that's just begging for indictment... But "Scooter"?!? How can World's Defender of Demokracy indict a "Scooter"... seems most un-Amerikan to this Kanadjian.
